The machine I found was sitting on the RR tracks on the Italian Riviera, at Cornigulia I believe. I have no idea what it was, it seemed to be used for RR maintenance. We could call it a motorized handcar? ..

I can see by the comments so far that you all are trying to figure out if these sea whips are soft or not. I probably confused the issue by mentioning that they are a kind of soft coral.
First, let me say that soft corals are "soft" relative to hard corals, but they are not squishy soft. Hard corals are the reef-building ones that build stony structures.
These particular sea whips are fairly rigid in structure (otherwise they would droop), but they're also flexible. They can bend in a current, for instance.
